Document format for GeoMap file is as follows.

Notes:
- Latitude and longitude are optional
- IPs can be either IPv4 or IPv6, but should be the same type for a range.
- The region code should ONLY be the 2 or 3 letter code for that region, i.e. do NOT prefix it with the country (so ‘CA’ not ‘US-CA’)
- -- is used to indicate ‘no data’ for any of the codes. If the country is that value,’ then the region should also be that value.
- There can also be lines starting with #. These are deemed comments and are ignored.
